KLVL Sale Challenged

Consider that Dade was the engineer for SIGA Broadcasting for over 15 years. This is strange. But while having a CP and submitting a LICENSE to cover you are allowed to test, and KLVL can simply say they are testing. I think this has more to do with how DADE was let go.

Aside from the license to cover issue (which the FCC can, and likely will, separate from the rest of his pleading) it appears he has definitively proved the claim on the antenna type, as the photo does not even come close to the manufacturer spec sheet.

He probably should have included signal strength readings to back up the overpower claim, but the FCC field office will likely investigate that. They're pretty consistent about LPFMs not exceeding licensed parameters, given the short-spaced nature of the service.

Is it a grudge complaint? Maybe, but at least part of it appears to have a valid basis.
 
The objections are multiple, including possible excess power, use of a non.directional antenna instead of the highly directional authorized one and improper notification of commencement of broadcasting.

The text of that part is:

While K235CS is currently listed in the FCC LMS system as SILENT (File
#0000266119), the station is actually on the air and operating from a location
specified in a Construction Permit (File #0000249840). This CP authorizes use of a
directional antenna KAT CLFM (See Attachment #1), pointed southwest with a
maximum radiation at 239º, and with a minimum amount of radiation between
332º and 150º. The authorized directional antenna should produce a pattern
directing the signal away from KILE-LP (See Attachment #2). I have ascertained
that K235CS is not using the authorized KAT CLFM directional antenna, but rather
a two-bay onmi directional antenna of unknown manufacture. (See Attachment
#3).
While K235CS is operating at the location authorized by the CP, they are in
violation of FCC rules by not filing for a license to cover. It is also apparent that
K235CS is operating in excess of 200 watts, as the range of coverage is far in

excess of what is predicted.

Which station? Just because a station is on that building does not mean that it is illegally operating.
 
I have noticed just how much stronger the 94.9 translator has been since it came back on the air. Up in Conroe I've used to only occasionally hear them very weak during tropos enhancement. Now it's really strong without the enhancement and I even get RDS.

No, but hearing break-ins of the Houston translator at 104.5 clear up to Tyler, Texas during tropo events, overriding the much closer and more powerful K-104 in Dallas, gives those of us all over this part of Texas a pretty good hint.
 
Well something changed with the 94.9 translator now. I’m not picking it up anymore in Conroe

Maybe they read Dade Moore's complaint (IIRC, a copy would have to have been served on the accused) and alarm bells went off, followed by a panicked call to the engineer.

Tropo events can make very low power stations "hearable" way, way outside their coverage area. Such events are meaningless in the evaluation of power and coverage.

I’m hearing KLVL on their 94.9 translator eating up KRUT-LP here in the heights.
They must be on some kind of directional pattern then. Didn't even hear them during the tropos enhancement this morning. Just KEON and KLTY.

Without getting into a technical discussion, if there is no on channel interference or directional null, a FM station could get line of site plus 25 to 33% "extra" coverage on flat land. Without a lot of tropo help. 99 watts at a very high HAAT could give almost class A service.
 
If a lot of these translators don't have or had an originating station then I don't believe they would be operating at their licensed power. One of these translators has been weaker than it used to but still can be heard in Willis 46 miles away. It's supposed to be at 30 watts or less and directional. It can also be heard to the east pretty far which is their null.
 
IIRC the FCC doesn't get to keep any fines they levy. Most likely the cost of enforcing rules takes funds from other "areas". I haven't heard of the Commission actually going out and physically check stuff unless there is a complaint lately. It's a lot cheaper to trust operator's paperwork. Some folks know this.

If Houston is as " out of control" as posters on this board would have us believe, then someone needs to make a complaint to the FCC. To the best of my knowledge no one at the Commission looks at this site.

I can tell you that some of the display panels on the transmitters have been tampered with. I also witnessed once that the fcc showed up at the wells Fargo and was met with some resistance for access Once they finally made it up ''somehow'' (remotely ) the transmitter power had been reduced.

I was not let go from KLVL. I resigned there in in 2012 after returning to KTSU. I will put the video on 94.9 KILE FM North Cleveland / Cleveland, Tx. so you can see how bad the interference was and I asked him to turn it off and he did then turned it right back on. I am not the owner of KILE LP. My 26 year old son is Dade Patrick Moore. I am Dade Louis Moore and so we went and took pictures of these antennas pointed in the wrong direction and sent them to the FCC and they showed up there the next day. Dr Arango thinks he is going to push my 26 years old son around he can KISS MY ASS and the rest of my family. I will put the video back up so you guys can hear it.
