Most rated market operators should have some redundancy on their technical plant. If you can't move equipment without a less that an hour outage, there is something wrong with the layout of the facilities. Most of the equipment from the control board output to the actual transmitter is PC based. If they can't move stuff in a "controlled environment / timeline" what are they going to do when something does screw up or a couple of days of bad weather. I would love to be their competitor. It's a lot harder to get or regain listeners than it is to keep them.
