Adult Standards is the right format for WIXC. About 20 percent of Brevard's population is 65+ and nearly half is 45+. WOSN scores decent shares in the south county but doesn't touch Titusville, and WINT is a daytimer with a weak signal. Slam dunk if they don't f**k it up.
They should beat the hell out of local/local/local, and be as "live" and interactive as possible. The signal limitations and the demo eliminate any real hope of agency biz falling into their lap, so the sales effort has to be local/local/local. Lots of small businesses spending $700-$800 a month.
Most importantly, Genesis needs to give it enough time to allow it to work--three or four years. Three or four years?????!!!!! Yeah, on the assumption that no one involved has a magic wand stuck up their ass.
An average local radio station three or four years into a format will do somewhere around 40,000 units of advertising a year. At an average rate of $20, that's $800,000--about $66K a month. Run it for $40K to $50K a month and you've got a viable little business. But between now and then, it's "an investment."
If they can't afford to "invest" tens of thousands of dollars a month in the thing for the next few years, they're in the wrong game...
