Find it hard to believe that that cable system offers no cable or speciality channels at all -- it's practically nothing more than a shared TV antenna (which was what cable TV was for in the early days).
 
With KC being 45 miles away and at the time only KQ2 from St Joe available locally I can see something like that...but its crazy that there is no "cable" channels

If PBS is not an OTA station in that town, I don't see why they would be mandated to carry them.

Must-carry rules in the 1992 Cable Act changed after the 1996 Telecom Act. Now a days, Cable systems can refuse to air Fox, NBC, CBS, and you would have to purchase an A/B switch, OTA Converter Box, and an antenna to view said channels the cable company refuses to allow on their network due to contractual arrangements.

KTEN (NBC) now carries ABC on the -3 but it wasn't until 2010

doing a quick tvfool run at 35 feet the only one who can pick up a PBS translator is Sand Point (the translator out of Durand). The other 2 markets it shows as negative on the report.
This looks like the ultimate G5 setup....they had a couple C-Band dishes aimed at G5 and thats the cable offerings. the 2 nets were harvested OTA

A noncommercial station which places a digital noise limited service contour (“NLSC”), see section 47 C.F.R. § 73.622(e) of the Commission’s rules, over a cable system's principal headend, or whose city of license is within fifty miles of the cable system's principal headend, is considered "local" for this purpose. Cable systems with more than 36 channels may be required to carry all local noncommercial educational television stations which request carriage. Any cable system operating in a market where no local NCE station is available is required to import one NCE station.

So if a system was going to import a PBS station what are the options? Are WNET from NYC or that big PBS in Washington DC available from a bird?

Could that law be interpreted to allow a cable system to carry a TBN affiliate instead of a PBS affiliate? Or in other words are non-commercial and non-commercial educational synonyms in FCC terms?

There is a PBS National Feed that Directv provides to the few markets without a local PBS station. However, you would think that the systems in OK would carry the state-run PBS network, OETA, either channel 13 OTA, or off of a sat.

They added the extra locals but pretty much lost everything else

at the time of the pdf (2009) OETA was on satellite (79W 4DTV)...its now on 125W KU Band with all the other national PBS feeds
But looking at the channel charts it looked like at the time if it wasn't on analog satellite it wasn't carried

Awesome, huh? :D We really scored when we upgraded to the cable box with a loud button to press for each channel. We went up to channel 22 at that time.

My great grandmother had a bizarre TV with 12 channels, but each "number" had a VHF/UHF dial requiring you to tune to the station, and lock it in. She lived in the Wichita DMA, so conceivably one could tune KAKE on all 12 channels as a practical joke if desired.
 
My neighbor had one of those TVs with individual tuners for all 12 channels... This was back when the UHF dial went up into the 80s. After the cable co started offering the box to add 10 additional channels we tinkered with her TV and got channel 4 fine tuned to show CATV channel 21, which was MTV at the time. For some reason we could only fine tune channel 4 to get MTV which was a problem for her dad because channel 4 was supposed to be ESPN. Eventually we got smart and fine tuned PBS channel 8 to pick up ESPN channel 4 and left MTV on channel 4.

The only time in my life that I had a chance to see the "Thriller" video was on her TV while we were stealing MTVs signal without paying for the box. After we all upgraded to cable boxes MTV had stopped playing Thriller in regular rotation.
