Correct me if I'm mistaken, but didn't Bill Thompson spend his time at 12, when it was KTAR?

Well, Ray Thompson did. Bill Thompson spent his entire TV career at KPHO playing a guy named Wallace. ;D

Most of Ray's TV career was at 12, but he was at KTVK for a few years in the late '70s before he retired. And, according to this archived email from the city of Scottsdale (look about 1/3 of the way down the page), he had been the first news director for both stations, so I'll guess he was at 3 back in the '50s as well.
