Being in Nashville I wouldn't know for sure, but strongly suspect it would be a Cuban station operated for the purpose of preventing reception of WAQI in Cuba.
 
I suspect that there could be some night time sky wave interference from WOR in that region. I can recall pulling in 1280-WADO from New York City in West Palm Beach when they were only a 5000 watt station.

I believe WOR does send a lobe southwest.

The interference is likely the salt-water path groundwave signals, or at least one of them, of the various Cuban stations placed on the channel to keep WAQI from making landfall in Cuba.

Does Cuba do that to every Spanish speaking station in South Florida?

No, just for the ones that can put a signal over Cuba which are 670, 710, 1140. The rest really have no signal, or don't have programming that bothers the authorities in Cuba.
