No it is not illegal for a person to own a commerical and a non commerical station. Steve Gradick owns both WKNG-AM and WKNG-FM (he also owns WBTR,WCKS and WLBB in carrollton). The reason for the same call letters is the fact that it gives more call letters. Think..there would be very few stations if there were only one set of call letters for both AM and FM. Gradick also own WCKS 810 AM and WCKS 102.7 FM
