The FCC approved the CP for 103.9 on the 7th of December 2010; it involves a COL change from Brandon to Tampa, a power increase from 99 watts to 250 (directional with a slight null toward Riverview) and an increased antenna height to approx 315 feet. From what I can piece together, work on the repeater will begin once the finish the 89.1 project.
From the FCC 60 dbu contour map, it looks as though people living north of Hillsborough Ave, east of Dale Mabry and west of U.S. 301 and then north to Lutz and maybe even parts of Wesley Chapel will receive a good signal from 103.9; they must be on the air by July if I'm not mistaken, as part of the CP authorization.
They people in the northern 2/3rd's of Pinellas and the Gulf Beaches north of St. Pete Beach will probably be the big losers and probably not be able to receive either signal decently, the same with most of Pasco, extreme Eastern Hillsborough county as well as Polk county.
