90.7 FM BACK ON THE AS COMMERCIAL RADIO

If you read the LA board, KPFK has done quite well creating problems on its own. XLNC1 operated for eight years on 90.7

It's currently simulcasting 97.7, meaning it is part of MVS, either an LMA or a new concesion. 97.7 is the Tijuana content version of La Mejor, which has the same format but with a TJ and a SD focus already on two frequencies.

Since KPFK is protected only to its conforming class B contour (and not the grandfathered facility), they have no right to protection in San Diego... perhaps in the whole county. That is what XHLNC successfully defended, too.

Only signals on 90.7 this PM was KPFK/XHMOE(100kw, Mexicali) fighting it out in El Cajon/Santee area. Monitored in Kearney Mesa till 8:30 pm,
and only heard KPFK. Wouldn't you know it, when I tuned back in just after midnight, there was a blank carrier over KPFK. Drove out to El Cajon
area, and the carrier was pretty much wiping out KPFK. Signal strength is similar to 97.7 , which I'm not sure of its power.(maybe 5kw)
Never a dull moment , south of the border....

Based on some research, here's what I found:
90.7 appears to be located on Cerro Colorado, about 6mi. east of Z-90 at 500M ASL. To protect channel 214C (KPFK), it is limited to 11.5kw.
The contour is supposed to be limited to 58km from TJ. 99.7 and 107.3 are nearby.
Although believed to be correct, actual operating parameters may, in fact, be different.

According to some djs from 97.7 right now this freq (97.7) broadcasts with 3kw and te move to 90.7 will let them use around 13kw but the info you have seems much more accurate
 
97.7 FM I know has a limited out reach. I'm not sure if the 97.7 Frequency has to protect KQVO in Calexico, KRCK in Mecca (Palm Springs), or KLYY 97.5 in San Bernardino. I'm trying to figure out why can't 97.7 raised to 25kw from 3kw?
 
The 97.7 channel is a class "A" , which is restricted to a primary contour of about 17 miles. Some other class A stations are KSOQ 92.1, KSBR,
and the new KOPA, Pala. To maintain the contour, power can range from 100 watts to 6kw. With higher antenna height, the power is reduced...
The 90.7 freq. is class "B", which reaches to 31 miles. KPFK objected to the new 90.7, in October of 2009, but failed to prevail.

97.7 is supposed to be roughly 400 watts to the north with a directional antenna. It's been a few years, but I've measured it at approximately 10 kW, and that's been duplicated by a consulting engineer. Maybe the rules have changed since it was authorized, but the bottom line is the Mexicans cheat and get away with it. Its unauthorized operation was documented and presented to the SCT (the Mexican version of the FCC) and nothing was done. There were even billboards in San Diego that proclaimed it was "now broadcasting with 10,000 watts" but that was back when Victor Diaz was involved with it, who is also famous for saying "Maybe Mexican watts aren't the same as American watts."
 
As another Mexican owner told me once upon a time, "No, no, that's not a directional antenna, it's an optimized antenna. And it's pointing north because there's no one who speaks English in any other direction..."
 
Think it's possible that the "new" 90.7 operators bought the old XHLNC hardware and are broadcasting from that location?

Gee, ya think 97.7 is the only "enhanced" FM down there?

I have been told 90.7 and 97.7 will simulcast for three months. No words on what will happen to 97.7 after that. But it is operated by MVS Radio and they don't have a fulltime Imagen FM news/talk in TJ.
