I did not say it was not. I said that in the northwestern area of New Jersey much is not in the MSA.Boonton is part of the MSA as well as Morristown and the rest of Morris County.
Survey areas are not based on cities. They are totally county based, and even split counties are done based on the county, with the deciding factor being listening by ZIP Code. In fact, there are a few counties split between two markets (Worcester County, MA for example) and two (San Bernardino County and Riverside, CA) that contain two markets plus a bunch of territory not in any market.
In the case of Morris County, the total population is just under 3% of the MSA, so trading much of it for areas with much more dense population is a no-brainer.
