According to the FCC, two rimshots are better. 105.3 is required to cast a city-grade signal over Bowdon, GA. 105.7 has to cover Canton, GA. They're valuable to CC because they both cover at least part of metro Atlanta, and they're taking advantage of an antiquated FCC rule that favors radio stations built to serve more individual towns, although they don't have programming requirements to match. Radio companies employ engineers to provide the best signal for the biggest audience while still covering the requirements - modifying tower antennas, swapping stations' cities of license in order to put a bigger signal closer to a major city, even paying other broadcast companies to move transmitters or dial position for that reason.
Perhaps you've missed the fact that COL changes are pretty routine these days? If it's technically feasiable to move one out and the other all the way in for consistent full-market coverage, they'd be better off. In the boom days of consolidation the attitude was 2 iffy signals are better than one. Not anymore.
