That's not unusual. Translators have been licensed as close as two channels (400 kHz) within another station's 60 dBu contour. Here in the Birmingham area, two new WAY-FM translators will be very close to other Birmingham FM's. One of these will be on 105.1 in the Pelham area (which is two channels away from WZZK-FM at 104.7) and the other will be on 102.9 in Birmingham (also two channels away from WDXB at 102.5). There are also two EMF translators close to WMJJ at 96.5. One of these is actually on the air in Gorgas at 96.1 (just north of Birmingham); the other CP is for Calera, also to broadcast at 96.1.
Looking at the FCC site, I don't see any sort of CP for a translator in the Montgomery area for 101.5. There is an applicaton by Radio Assist Minstry, though, for that frequency (licensed to Montgomery). Recnet states the application is subject to being dismissed under the "FCC's 10 application limit".
