98.5 FM as of this morning has been playing non-stop Fox Radio News along with gov't PSA's. No oldies this a.m.

Thank you for that information. I definitely heard Familia on 1460, at least twice -- this was probably 3 months ago? Maybe the owner of KARR was running their stream over the air just for the heck of it.

So I need to make a correction, and an apology to Boombox4 here. You did hear Familia programming on 1460.
It turns out that CFC (Centro Familiar Cristiano) had been providing a programming stream to Bustos stations KCKX (Stayton, Or - 1460) and KZGD (Salem, OR - 1390). They had been in the process of acquiring the stations prior to the Covid-19 situation. Since then, Mr. Bustos has turned off many of his AM stations by way of STA, as a way to save money on maintenance and electricity.
So my apologies on this one. I had only found out about the stations recently, as they had not yet been turned over to us for maintenance & monitoring.
You would have to be very close to KARR's longwire temporary radiator to be able to pick up a peep, even with a great receiver. If you happen to be on Bellevue's Northrup Way just a bit east of 405 you will have no problem picking it up. However, it is only a walking distance signal. And I don't mean a long walk! LOL. But I am sure it meets the specs of the STA. Mr. Dalke has fairly recently been granted a minor mod to broadcast 740 w days and 19 at night from an actual tower location a little further north of the longwire but I am not sure where that process stands. Or any process stands right now, TBH.
Goes to show what dial position and having a "real" radiator will do for you. I know KGRG has a real tower from their KENU days. And even though KBRD is only 250 watts from Lacey, that tower is very substantial (something like 400 feet tall) and they are nice and low on the dial. I can copy 680 on my car radio no problem in south Snohomish county. That has to be something on the order of 60 miles I would think.
Even better now since CBC Radio One 690, which used to throw their excess 50kW signal south has dropped that to 25kW and shoots it towards Victoria.
KARR is an actual, licensed station, it's located in the Seattle metro area, the FM translator is audible in much of the area, and we are discussing that.
