I don't think the signal can be improved anymore than it has already been in the past.
It would not be surprising to see Radio One exit this market at some point... they still are not doing well "numbers" money wise as a company and I could see them exit this market to make a profit.
Biggest problem is out side of 107.5 and 98.9.. I don't know anyone who would want to pick up 106.3's rim shot signal.

The listeners generally don't stay long for "Jack" type formats and they usually don't come back as often. Probably dealing with the vast array of music played, some love one song/genre played, hate the next.
