Here's what I'd bring back..
A "Young Country" type format. That station was about a lot more than just the young, up tempo country music. The DJ's were like talk show hosts in many ways. They engaged the listener and put them on the air a lot...and in an entertaining fashion. Stations just don't do that much anymore. It's hard to do when you're voice-tracked.
Smooth Jazz - I know it's on an HD channel, but that's nearly invisible. When The Oasis was at its peak for several years, it had one of the most diverse audiences around. They were loyal to a station that had a weak signal. It tells me there's a market for that kind of thing.
I'd love to have a good dance station like KKDL back in the market.
I'd love to see a true 24/7/365 all-news FM station. Something that was really "all news all the time" that you could turn on any time of the day or night and get the latest news/weather/traffic and sports. KEWS never had a chance to fulfill that mission. While KRLD is all news from 5am-8pm, it's talk at other times and does no news blocks on the weekend. Besides, it's AM and doesn't really fit what I'm talking about.
Totally off the wall idea: perhaps a social media controlled music station. Not exactly sure how you would do this, but you could probably find a way to let listeners control what music they hear by tweeting something or posting something on a Facebook page. Perhaps a little bit the way XM used to run 20 on 20, where the station picked a bunch of songs and people voted in them online.
