Yes it is, but the data is not combined with the commercial stations. Arbitron was going to start combining the non-comm stations with the comm stations, beginning with the Fall '06 books. Long story short, those plans were scrapped.

The Philadelphia PPM ratings have been released to the media and they DO list non-commercial stations!
As for AAA, even the heritage stations don't pull the ratings they used to, especially in the largest most ethnic markets such as WXRT/Chicago. One heritage AAA that has been thriving recently is KTCZ/Minneapolis, but the Twin Cities is one of the most lilly white large makets.
Even if KZPS isn't technically an AAA, it's music mix seems like a country fried AAA to me. Now that they are part of the landscape, this would seem like the worst time for another station to try AAA in DFW. A 1 share seems realistic, which is why nobody will do it.
