Parttimer, students do count, but often not in the way you might think. For one thing, a university with say, 50,000 students might provide on-campus housing for 15,000 of them--meaning that the majority of students actually live in the community with everyone else, and are surveyed like everyone else.
On the other hand, most students are way too busy trying to get drunk or trying to get laid--to mess with a damn radio survey.
Persons 18-24--and especially Men 18-24--are the least likely to participate in either Arbitron or Nielsen surveys. But not because of any flaw in the research. "Screw this! Grab me another Bud!"
I base my conclusions on towns like State College, PA and Morgantown, WV where the ratings show no evidence of 30,000 young people. The numbers look just like any other market of similar size.
