The tower site is only 157.2km from the Mexican border. I guess given the low power level no coordination with the Mexican telecom authorities was required. (Perhaps it was just rubber-stamped by the folks south of the border.)

Case solved for previously-thought missing Heber-Overgaard 94.7 (Channel 234) paperwork . Estrella won in Auction 109 for $20K the permit for "MM-FM1180-C1" . It seems Estrella moved the proposed station to a site near Sedona, assigning the community of license to the Village of Creek. The signal has been downgraded to a Class A at 500 watts ERP at 226.8M HAAT. (The application is currently in "Accepted for Filing" status.)

This is a smart move - a smaller physical layout still gives 52,181 population in the 60dBu and 14,538 in the 70dBu. Perhaps Estrella can figure out how to upgrade this to a C3 at some point.
The new 1kw ERP Fort Mohave station now has a callsign. It's "KIDD". That was former callsign for a Monterey, California AM station. (The FCC has yet to approve the B1-to-A downgrade but a similar downgrade was approved for KVSU, Desert Hills.Thud! That's the sound of ITM LLC's submission for yet another downgrade on their Fort Mohave, Arizona proposal. On January 11th, ITM submitted paperwork to downgrade the proposed 6.1kw Class B1 to a 1kw Class A that does not even encompass Bullhead City under the 60dBu contour....

ITM filed for a License-to-Cover for KVSU on April 8th. I guess this is the first Auction 109 station in Arizona to go on the air.Thud again! ITM's Desert Hills (Lake Havasu) proposal also now lists a Class A downgrade from the original Class C3. The new output is just 900 watts at 23M HAAT. ITM LLC's final bid price was $266K in Auction 109. Oh yes, the CP has a call sign - KVSU.
Problematic: With the new LMS system I can't seem to go back into the FCC records and pull up the old engineering study for their now-defunct Village of Oak Creek Class A proposal. Estrella Broadcasting refiled on 2/10/2022 to move yet-again to Blue Ridge, Arizona (to the east), as a C3 but still on 94.7MHz, 3.5kw ERP at 259M HAAT. The only "city" of significance inside the 60 dBu contour is Winslow. The Village of Oak Creek looked promising so there must be an solid motive for this further change. The chess game continues..,
