It isn't. Or at least it isn't for Mediabase.
I can't speak for BDS' ability to nail detections, but having worked as an analyst for Mediabase for 5-6 years I'll vouch for their standards regarding accuracy - no one is absolutely perfect but errors seldom slip through the cracks. Ironically enough, I personally did the weekly logs for B96 years ago.

With Mediabase, I'd say the latter is definitely true. There are some judgment calls to be made when the detection prominently features more than one song, but that's the exception rather than the norm - most IDs are no-brainers, even within heavy mixshow programming.
Even a multi-detection spin can be logged as such to give each song featured proper credit; I had to do that all the time when logging KYLD, which is (or was) *notorious* for cramming as many songs as possible into their mixshow blocks.
I can understand the skepticism of some when it comes to monitoring airplay, but having personally done it myself for a number of years, it really is a remarkably accurate process these days.
