Cable channel lineup oddities

Even on Comcast's Chicago systems, they're still like that. Comcast has two areas with differing lineups.

Comcast has three systems in the city of Philadelphia:

Comcast in the City of Detroit carries WJBK on cable 12, WDIV on cable 14, and WXYZ on cable 17, while the suburbs mostly get them on 2, 4, and 7 respectively. Also, CBET is on cable 99 on all Comcast systems in the Detroit area (WOW, Bright House, and Charter all carry them on cable 9).

Charter systems in the Lansing market carry WLAJ on cable 17.

CNN is still on channel 3 and TBS is still on channel 7 (in SD of course). And to top it off, in digital basic/lifeline you still get them (and in HD too)

No doubt a result of a long ago agreement with Time Warner to leave them alone after the system swap. CNN and TBS are both Time Warner networks, and at the time of the swap Time Warner Cable was still owned by Time Warner. No doubt they were trying to make CNN and TBS appear in as many homes as possible, hence the low channel numbers and inclusion in low packages. No idea how long that agreement lasts, but it is also the reason that the Minneapolis side gets Boomerang, while the St Paul side does not. It's also the reason for the odd channel numbering (below 800) between systems (most of which dates back to the AT&T Broadband days on the St Paul side).

Also, it should be noted that these are BY NUMBER only. That is to say that none of these channels actually broadcasts on the frequency ranges that would typically be on these numbers. Comcast in both Minneapolis and St Paul has gone 100% digital (St Paul first, then Minneapolis a few years later). While I'm sure some channels transmit on the frequency range of Channel 2-13, theoretically ALL channels could tranmit on "Channel 2" freeing up 3-13 for other broadcasts. I haven't actually mapped out the frequencies to see what Comcast is using them for, but I'd bet at least a few are Internet or VOIP. (For me, the upstream channels for internet are lower frequencies than download, probably something to do with the power required to get a good signal on the higher frequencies, but I'm speculating, as I don't know enough about the technology).
 
TBS was in the channel 7 slot back when it was Paragon cable. CNN was not always on 3. When I lived in Shakopee, channel 3 was the public access (I worked there). I want to say CNN was moved to 3 around 1994-95 when they moved Public Access to 33

Back when locals were still ITC QAM, the networks in SD were on 110-X (again at least in Shakopee/Chaska/Carver)

When I lived in Atoka TN, the Millington Cable system (now Ritter Communications) had two PPV channels on 8 and 9. I don't know if they're still there or moved to digital.

Now note those channels, while in the 2-13 range are NOT part of basic cable. The only non religious/shopping/gov't/local sub in basic is POP

Many of the entries on the 'Worst Cable Systems' thread have HBO, Cinemax and/or Showtime in the 2-13 range.
I don't know if I'm recalling this correctly but I may have stayed in motels where HBO was on 2. If your motel didn't have HBO, then you could hear but couldn't see.

The issue now is while a station may be in the 2-13 area in most cases its not part of lifeline/limited basic package. Older examples it would be but with most systems being digital if lets say you only have the big 4 + PBS in a market a company could do it where cable stations fill in the blanks since they can control what channel you get in what package
