OK...that one might be one of a kind. Instead of having something semi-common like TBS or CNN at ch 12, they put in Investigation Discovery? That is very odd. Does Charter think Brainerd residents need a little bit of "Who the (Bleep) Did I Marry," "Fear Thy Neighbor" and "Fatal Vows" very low on the dial? Wonder what the crime rate is for that part of MN...

Charter is all digital so they can put channels at whatever number they want since its all digitally controlled. Charter is doing this in alot of their markets. I see the Minneapolis burbs and St Cloud have ID at channel 12. NFL and MLB nets are at 14 & 15 ;)

Crime rate in that area is pretty minimal until the summer when the tourists come up from the cities (Mpls/St Paul) and then it goes up...not much but when crime is minimal to being with any crime is big there. (I lived up there for a while)

Brainerd did a channel shuffle a few years ago right before they went all digital. They use to have PBS on 4 and CBS on 12 and that was due to them getting KCCW Walker (12) for CBS instead of WCCO Minneapolis (KCCW is a satellite of WCCO). Now most cable companies went with the universal 4 for CBS in that area (instead of 12). When they did the shuffler they left only the locals as ITC and scrambled everything else (requiring a box)

When they went all-digital in northern Michigan, there were some channel shuffles on the low end. TBS moved from 5 to 15, HSN got a big jump from 71 to 5, the local MNT affiliate went from 72 to 11 (brands as My12, but WGN America is still on cable 12), among others. In Ludington and Big Rapids, there were more channel changes. WCMU (PBS) went from 3 to 6, WFQX (FOX) went from 5 to 3, WPBN (NBC) went from 7 to 4, and WGTU (ABC) was added on 8 (until then, the in market ABC wasn't seen in either place; WZZM remains on 13 in those places; also, WWTV (CBS) was already on 10). Those were to match the low end of the lineup with the rest of the DMA's systems (above 13, the lineup has more in common with their Grand Rapids area systems)

What is weird is they carry the CW on channel 5 when its a sub on the CBS (KDLH-DT2) yet My Network (My9) which is also on a sub (KNJR-DT2) they put up in the 500's with the other subchannels (Metv, AntennatV, the PBS ones)

So I was looking at Zap2it trying to find local examples and came up with this gem of a lineup at one of the off-campus apartment complexes near Arizona State University. Be amazed at the fact that NOTHING is where it should be!

The planning idea was simple: alphabetize everything (note how "ABC Family" makes more sense for the 12). Unfortunately, that means that channels 2-10 are an inscrutable slaw. Local 5 on 3, local 10 on 5, local 12 on 6, local "6" on 4.

There's another one that's similar in idea, but it starts at channel 6 and so for some reason A&E is on 13. And another one that has A&E, Freeform, Animal Planet and BBC America on 10-13.

And then there's this lineup that actually manages to put all the locals on logical numbers:

In downtown Phoenix, there's a lineup with C-SPAN on 2 and WGN America on 4 (again, indicating Cox was involved at some point - neither of those numbers are even in use now).

In another downtown Phoenix apartment complex, Bloomberg is on 10, CNBC on 11, MSNBC on 12 and CNN on 13.
 
You'll see things like that at college campuses or senior facilities
My grandma lives in an assisted living facility and they have a DIrectv "cable". No box in the apartments. The complex just has boxes in a telecom room and they output stations to different numbers like cable. Nice thing is everything is in HD. The locals are put in the right number (VHF's) with one exception. The UHF's are fill ins then it starts with cable stations in alphabetical order. There is only 29 cable stations (11-39) so they have made a couple changes. But as to the topic

-27 is INSP and RFDTV....they have a timer set at 9am on Saturday to switch to RFDTV and on MOnday at 9 it switches back to INSP
-ESPN2 during college football season can be a bear if the "main" ESPN2 game is the same as the local ABC. Then it automatically switches to ESPN2-alt. So from the time the game is over until Monday when the maintenance man comes back you see the Directv logo and music.
