California Non Comm (NCE) applications for this window that is now closed

A couple of updates:

* January 12th saw Radio Bilingüe picking up a new B1 on Channel 217 (91.3) in Williams. It will transmit from a low-lying cell tower south of the town, barely making B1 class at just 6.1kw. (Radio Bilingüe also picked up an NCE in Merrill, Oregon at 91.7 but frankly "Why bother?" The strange contour does not even reach Klamath Falls.)

* The Bay Area will have a new NCE near Vallejo, assigned to the community of Pierce. The 160-watt directional station will have a null up to -9.6dB so Martínez may be the only town of signifance in the coverage area - the winner being Media Alliance.

* Calvary Chapel Pearl Harbor will be licensee for a very remote station in the hills east of Soledad. Channel 213B1 at just 250 watts but HAAT of 523 meters, also using a directional antenna of -12.7 dB max null.

The two religious groups applying for 215A in Paso Robles had both their applications dismissed today by the FCC. Still alive is the 214A application by Radio Bilingüe for nearby San Miguel. That proposed directional 4kw ERP station would have a 60dBu contour reaching almost to King City.

In that group, the FCC had already declared RB a tentative selectee with a first NCE of just over 2K. After the declaration, RB and the other applicants entered into a settlement agreement where RB is compensating for them to drop out. This should relieve RB of their first service obligations, which tells me that RB plans to move the station where first NCE service is not an issue.

San Francisco's Galaxy Cat has submitted a nice upgrade proposal for their new 89.9 in Livermore . The power will drop from 200 watts to 55 watts ERP but the HAAT will jump from 207 to 608 meters. The proposal calls for moving the antenna to the southeast on a hillside by Lake del Valle. Details here: https://fccdata.org/?facid=766057

Wow, that's really shoehorned in there. What will become of their Marin County/SFO LPFM station?

Theyll have to surrender or transfer the license.. you cant have a full power and an lpfm.

@Michi any update on whatever you needed to work on with your site? Its still not accessible to me unless i use a VPN and ive heard form others who have the same issue

If you can use a VPN to get through but not directly, that is your ISP blocking the traffic or not routing correctly. You may want to check with them.

I tried that months ago...they tried to blame access problems on bad weather or something on my end, despite me repeatedly telling them its been going on for months

I have seen applications in the past for LPTVs in San Diego on Tijuana full power TV channels. Same problem with many LPFM stations that never even bother to look at the channel in the area and then complain they are getting interference and finally give up as they cannot make it work. Lazy engineering.
Quick question. How far into the US are the Tijuana stations protected if at all?

Passing thru Oceanside, there is 99.3 K257FV (1000 KCEO), which blocks 99.3 XHOCL. But that is about 45 miles north of the border.

On the Mexican border, each Mexican FM is considered their full service class non-directional. The appropriate interfering contour cannot overlap the non-directional service contour of the Mexican station, even on US soil (this is different than Canada).

For LPFMs and translators, there is also a 50 watt limit in all directions towards Mexico within 125 km of the border (this is why you see 250 watt translators beamed north) and there are limits on the 60 dBu service and 34 dBu interfering contours towards Mexico even if the interfering contour remains entirely on US soil.

The red contour is K257FV's 37 dBu interfering contour. The green contour is the designated 45 km radius around the Mexican station. As long as there is no contour overlap, it is allowed.

Two competitors for 91.1 near Salton Sea decide to re-locate to different sites, perhaps to allow both to be built.

#1
Slab City Community Group today filed an interestimg (and smart) modification to their NCE application at North Shore, near the Salton Sea.

Slab City downgrades a valley-dwelling Class B1 to a hillside Class A , moving to a new site which rimshots into Indio. Instead of 25kw ERP the power drops to a penny-pinching 120 watts ERP..

#2. Remanente Broadcasting proposed to operate from Desert Center with just 100 watts instead of a B1 at Salton Sea. Details here;

The following could be placed in the "Central California" forum but since it's from the latest NCE Window I will place it here...

Ondas de Vida just submitted another batch of upgrade paperwork (sans engineering document) for their 89.9 MHz station. Originally, it was targetted for 500 watts in Coalinga but was later approved for a 6000-watt upgrade on the same Coalinga cell tower.

Ondas de Vida now proposes changing the community of license to Stratford and operate as a B1 at 25kw ERP from a valley-floor Crown-Castle tower. The 60dBu contour would almost reach Hanford.

The proposed coverage pretty much mirrors the now-defunct KZKC Kettlemen City which also operated on 89.9.

Great news! Slab City Community Group was awarded 91.1 at North Shore today. They will throw a 60dBu signal over Mecca. Remanente's application for Desert Center was dismissed.
