hypothetical situation. If you want to advertise on a radio station, don't they disclose the ratings to you so that you can decide where you would like to spend your advertising dollars? I would think that such information is part of the materials they provide you with so they can try to sell you ad time. Now since radio stations aren't in business to turn away money, it would seem to me that if you simply request an advertising packet from various radio stations that you could probably get some ratings information in your hands without to much difficulty.
