Checked out FCC.gov again and Capitol Broadcasting DOES have a construction permit for a translator station, licensed to Louisburg on 98.7, W254AS. The FCC records list it as a repeater for WRAL-FM (it's 96,000-watt signal from 1,840 feet must be very weak there, what with Louisburg being 20 miles away).
Guess Curtis will use this for Y102.9, 96.9 La Ley or to ease FCC concerns about Louisburg's losing FM service if they move the 102.5 FM allotment from there, as was once planned (they were trying to move it to Hillsborough).
