Seems like KITS will have to flip to something! They missed the boat on sports when 95.7 jumped on that opportunity! 
I agree, they really missed a good oppurtunity. However, A country format would do worse than the current Alternative format

The Wolf really only saw it's decline in early 2010 when they made some major changes. They dropped there "Bay Areas Fresh Country" positioner for "Country For The Bay Area". With that the playlist became somewhat tight. The station also added Dave Foxx as there main voice (alongside John Willyard and Ann Dewigg). Joey V Was added for afternoons and Ken & Corey were replaced with syndicated Fitz In The Morning (major mistake I might add). The station had essentially dropped the high energy/loud presentation.
In my opinion, all of these changes (minus Fitz) sounded AMAZING though. It truely sounded great on air. I wouldn't say SF listeners weren't happy with these changes. They just had to get used to them. Unfortunately Entercom never gave them a chance to grow.
An example I think of would be KUPL in Portland. Granted, it is not even close to being SF, but between 2009-2010, the station underwent a complete makeover. Every DJ except for one left within the last year, plus many other changes. The station essentially tanked in the ratings, but within the last few months the station has been able to crack the top five. Yes the wolf was so low in the books, it almost didn't even exist, but I really feel that there work was not done there. They were tweaking and adjusting things all the way up to the end.

The difference between San Francisco and Portland is that there have always been successful Country stations in Portland. And not just one.
In the Bay Area, the WOLF, The Bear, KYCY and KSAN that was reall huge in the 80s was losing in the mid 90s, just whe the Gart Brooks era of artists were really popular beyond just Country music fans.

In The Wolfs defense, they were really off to a great start. In 2009 they cracked the top 10 for a bit. Cume rose a lot and they were 8th in mornings. There is an audience there, its just a very...picky audience so to speak. KSAN though was successful during it's run, it lasted 17 years.
