Party's signal is very spotty in my area (Apopka-Clarcona-Hiawassee). Their signal is also spotty in Kissimmee (not sure why they advertise that), but at least they are getting Sanford. Since XL's numbers are going up, I doubt they are taking much of their measured audience. They might be taking Mix's numbers instead, because I notice that they play a lot more music from the 2010s than currents. They would also be taking some of Rumba, Hits, or even El Zol's numbers if they were doing well, but it doesn't look that way in the public ratings. Kaliente has the better signal, but look at their numbers. If you put Party on 103.1's stronger signal, then you might have something competitive there.
I, too, am curious about Party's ratings, since I also play some of what they play, both current & classics, on my own radio show. The new engineer (of Z Family) at WPRK completely took away the encoder from the studio.
I'm disappointed that Party doesn't have any mix shows.
