I guess WWVA should advertise more... I don't know; Perhaps maybe more billboards, or to conserve money, print out a bunch of papers/flyers advertising WWVA and randomly leave them around places, like bus stops, parking garages, grocery stores, malls...etc. I'm not suggesting littering, but... perhaps, "accidentally dropping" papers with WWVA adverts on both sides of them in conspicuous places all around town wouldn't hurt anybody.
Maybe the paper could say; "Wild 105.7 / 96.7 Atlanta's Party Station", then have a brief list of the top hits they play written on it, with the hit artist names that would mainly attract certain demographics in the top 5 portion of that list, followed by other top hits and artist names.

I would refrain from putting anything like "Dev" or "Saxobeat" on the list or else people will be like "what the....!!?". Let those be the hidden goodies & gems they must tune in and discover! I also wouldn't put "Ke$ha" on there... for certain reasons. I also kept it simple so people wouldn't lose interest before at least getting some idea of what they are looking at.
Notice I didn't use any slang on the flyer to turn people off (regardless of age), but at the same time, I geared the list of songs mainly towards the highest percentage of Atlanta demographics, while still including the biggest names & hits, and I dropped the "lo mejor en toda to musica" line to capture the hispanic attention.
Quite simple. Print this up (on BOTH sides of the paper) and make a whole bunch of copies at some cheap copy shop and just conveniently leave all these papers around town and all the areas where WWVA could be heard. Encourage people to pass them out and stuff. Make bumper stickers... anything to advertise the station so it wont seem like people keep forgetting about it.
An intern could even do this.
Whatever it takes to get WWVA tattooed into people's brains! ... Until they get a STRONGER SIGNAL!
