I think that would be about right or at least the formula that translates to a quarter hour on paper (once was 5 consecutive minutes in a quarter hour). Depending on the number of good diaries for that market, a single person can account for enough people in the market to register a .1. Judging by what I've seen on the checks and balances I'd say that single person really does represent the formula used for that demo meaning if it was one, there really should be 1 in 1000 listening.
 
A .1 can be a single listener in the lot for that market.

Yes, all that requires is a diary mention that is of at least 5 consecutive minutes.

Subscribed stations that get a single quarter hour credit will get an "honorary" 0.1 share and a rating of 0.0.

In the PPM, one must have detections in 5 discreet minutes of a quarter hour or in 3 non-consecutive ones separated by no more than one minute with no other station in the intervals. In the diary 5 consecutive minutes in a quarter hour get you credit.

In either case, listening from 1:10 PM to 1:35 PM will get you three quarter hours worth of credit. Listening from 1:11 PM to 1:34 PM will get you one quarter hour of credit.
