The 2007 DST dates change still goes back to the Uniform Time Act--further amending
the 1987 start date change (first Sunday in April) which itself amended the dates as
originally specified in the act (last Sunday in April to last Sunday in October).
The UTA also specified that a state could exempt itself from DST. I believe states
in two time zones originally had to "use it or lose it" statewide, but a later amendment
allowed such a state to use DST in the western of its two zones and standard time in
the eastern area, resulting in the same "clock time." (Think Indiana prior to 2006...
but disregard those five "illegal" counties near Cincinnati and Louisville. ;D)
