I'm glad you finally said this! It seems many perceive research as the end all. Sure, it is powerful information, but in the end it does not make decisions. In fact, there is a common rule when writing questions for research to be sure that you DON'T put the respondent in a position to program the radio station. Find out their perceptions on whatever you're researching, and use the collective data to make decisions yourself.
And this is where the PD comes in. Research is a tool, not a final decision.
