I get into Vancouver a couple of times a year. 730 used to be "guy talk" sports/etc. I believe they may have indeed gone to all traffic. Vancouver traffic can be pretty nasty. A big part of the problem is the whole area is connected by a network of bridges, which can be real rush hour bottlenecks.
