The problem is that this is a business and the goal is to make money. Ktu and plj make more money now than a country or rock format will ever make in NYC.
You're probably right, but it's just a matter of time before the advertisers get frustrated with the low ratings of each station and decide to take their business elsewhere. Unless, of course, their ad rates are priced in a competitive manner.
A Rock format can definitely do well, if programmed correctly and not in the timid CBS/Infinity style. But what happened to K-Rock is what I explained in the last paragraph. Free-FM is actually doing worse than K-Rock ever has. If ratings don't improve, they should drop every talk show except for O&A and The Doghouse, and play a rock format the rest of the time (preferably Active or Alternative, instead of this AOR thing they've got going on now). Even as safe as K-Rock had been over the years, it would still be better than nothing.
