No, they do not. They have to get stations to meet their CPP and have the entire buy in each market meet the reach and frequency goals.

I have worked at ad agencys...very often i have seen these little know it alls persuade the agency to buy certain dayparts that are not top 10. Don't tell me it doesn't happen. i've seen it with my own eyeballs in Los Angeles, SF and San Diego

Where is there a rule that only the top 10 stations have to be bought? (I think you meant "stations in dayparts" because there is no ranking of dayparts per se)

Often a creative buyer will use cheaper stations to buy around one that will not come down in rate, or they will use lesser rated stations that extend the reach of a campaign more efficiently.
