Most people are like a pastry, and because of the arrangement of the fingers in their oven, their bottom side develops its browning before their top side reaches it. Most people, satisfied with being half-baked, will give up on developing their overall consistency before their top side is done. Either you have "topdoneness" or you need to work on it. If you have it, your scores reflect as such. What you report on your TPS Reports is compared to the findings of the staff, and all goes into the yearlies. If you think you have it, and report it to inflate your numbers, then rest assured the staff is watching you.
