With the change to PPM, rimshot KHYI 95.3 has yet to show up. It used to appear under the old diary system with around at least half a share in the 12+ old numbers. Do they not encode?

Of the 10 books before the PPM, going back to Sprin of 2006, KHYI showed with a 0.5 in Sp 0, a 0.4 in the next three books, and nothing in the last 6 books. So it is nothing to nothing for the transition to PPM.

I don't know why, but KHYI is not encoding. They would at least pull enough cume in the diaries to register minimally in Maximi$er, even if the station did not meet the MRS of the book.

Also not encoding is KTCU, which would also occasionally register in Maximi$er with a 0.1 or 0.2.

Since they are located in a non-metro county, they would not qualify for a "free" encoder and would have to rent one. Although the rent is cheap, I suppose that they figured it was not worth it or they did not understand the process.

Just curious...does Arbitron strictly use the city of license to determine if they are located in a market? Howe is in Grayson County, but their studios are in Plano (or were...the calls used to be on the top of an office building at 75/Central and Plano Parkway). Obviously, they primarily target Collin County and the northern part of the market.

The policy, which is on the website, just speaks of in-market and out of market stations. Since a market is defined by counties, that would be the criteria used... licensed inside the MSA or not. The rental of the encoders is reatively inexpensive, so I don't understand this one.
 
OK I have a dumb question. How can you tell if a station is encoding or not? It's supposed to be transparant. Or are we just assuming they are not encoding because of the market location issue?

It is absolutely transparent and known only to Arbitron and its subscribers.

As Domingo says, the data is in several reports that subscribers can access. As you likely know, all PPM data is delivered electronically as is the software needed to use it. The eBook, another downloadable part of the service, also contains market information and the "My Arbitron" section for subscribers has the monthly sample goal achievement (or lack of same) reports and details on methodology, encoded stations, etc.

If you knew the station's owners then you would understand...
