HD-2's are not simulcasts, partial or total, of the analog audio. The HD-1 must, by rule, simulcast the analog signal's audio and the system is made to "force" this. Since this is a requirement, Nielsen has station encode the analog and HD-1 identically. They are the same station on the same signal.Are the HD2's lumped in with the main channels?
