I would venture to guess that for the demographics of said station that it was NOT a high priority to have it in place. That is if you are refering to the "New KQK".
Now had the station gone with a younger demographic, then I could see where you would want to have a website up and running.
Plus, having been through a few format changes - the real decision as to what it's being switched to may not be known until the plug is pulled. Case in point - when 96X was axed - I was the only employee left, and they had 2 choices as to what formats were going in - the oldies which did OR country. They had hard-drives, liners and sweepers for both - and the decision was made just hours before the transition.
