How did 102.7 get in?

102.7 is the only translator that is giving me problems all the others are not effecting anything, I wonder how I can get a hold of them to get it fixed.

Looks like the FCC finally caught on or someone did, K274BB was at 190' at 250 watts, I just checked on the FCC data base at Radio-locator, looks like they have a CP to downgrade it from that to 187' and 170 watts.
 
The CP also puts it 10 miles closer to Austin. Almost in Bastrop.
