I work in a TV station (and have for 30 years), and the above is not true. Some stations record an air check for legal reasons, but that is not broadcast quality, and if a program were interrupted by a special report then the special report would be on the air check, not the program from the network. There is no need to record the network unless there is a need to time-shift the program which is known about beforehand. And programs can only be time-shifted with the permission of the network, there are copyright issues and issues of commercials which were purchased for a specific time period.

As I said, beyond the legal copy (which, with today's technology should not be of lesser quality than your air), stations routinely (especially in western time zones) digitally record the east coast feed for excerpting purposes for their local newscasts. That allows them to show a bite of their local senator's appearance on "Good Morning America" and tell the audience "you can see the rest of the interview at 7, right after our morning news."
Those stations will also use a digital copy of the east coast feed as a backup in dead-roll in case there's a problem with their time zone's feed. They can switch seamlessly to the recording until the issue is resolved.
And finally, if you haven't done any of that, a call to affiliate services will get you a re-feed. I posted one example of WSB, Atlanta clearing a pre-empted program in overnights because of the McNair School incident. If you go through the CBS and NBC affiliates for Atlanta's Twitter accounts, you'll find similar tweets alerting viewers that the pre-empted shows would air in their entirety.
We were doing this in Phoenix in 1986. It hasn't really been heavy lifting (booking satellite windows, etc.) since Pathfire came along 10 or so years ago.
I remember years back that syndi show Entertainment Tonight got pre-empted do to some late breaking news story or a infomercial.
The show had a report that I was interested in having on tape.I called the local station to see if they can run a copy of the show on VHS and they said we cant do that because of the copyright rules.On that same day I called the Entertainment Tonight studios and they said the same thing that the local affiliate said about the copyright rules.
This was way before YouTube and the internet.
Clips of the show are on their site plus Youtube.
More likely the same goes for the radio syndi shows too if you missed a show and call the station for a copy of the show.Correct me if I'm wrong.

But networks want those spots in "The View" and "General Hospital" cleared if they can be, and SOP for affiliates has been to do it in overnights, and alert the viewers so they can stay up late or record it.

I'm glad to see they are running the shows late night to give the viewers a change to see the shows.I still catch ET now and then which now is rerunning late night after their first run at 7:30 PM.
The networks (at least NBC) now have a separate feed for news clips that the news department records. Not so for the entertainment shows. And I know that the east coast stations could record a show they missed three hours later from west coast feed, but unless they can somehow monetize this they will not do it. They make more money airing infomercials in the overnight, and/or the would need permission to blow out the network's overnight shows.
I see the nets did not bother to run Sec of State John Kerry's speech on Syria today.
I guess it was not that important for them to pre-empt the programming for his speech.

Actually, the networks voted to carry his speech before they voted against it.
I guess it depends on the station. There's been so much breaking news the past week, and the Twitter feeds are full of "We will be running (name of show) in its entirety at 2:05 AM". Again, as I said, it's been common practice in most large markets (where affiliates usually run the network overnight newscasts and not paid programming) for years and years.
