I work in a TV station (and have for 30 years), and the above is not true. Some stations record an air check for legal reasons, but that is not broadcast quality, and if a program were interrupted by a special report then the special report would be on the air check, not the program from the network. There is no need to record the network unless there is a need to time-shift the program which is known about beforehand. And programs can only be time-shifted with the permission of the network, there are copyright issues and issues of commercials which were purchased for a specific time period.
