They are putting a major push on this station, hiring good talk hosts from Puerto Rico. With Orlando likely to hit 40% Hispanic this year, there is a real market for the station and format... just look at WRUM
WRUM has the numbers it has because they have no full market signal competitor. I think it's only a matter of time before Cox decides to go all-in on Hispanic in that market and tries to get some of that 10-13 shares WRUM is gobbling up.
WNUE isn't really a competitor. It's pretty much an inventory dump for Entravision's Univision Affiliate TV Station, and they run a skeleton staff there. Not to mention it is a rimshot with dismal coverage in South Orlando and Kissimmee, a huge Hispanic Population area.
As for that "Major Push" on 810/97.9, I hear they are already selling brokered time, so I don't know about them being dedicated to bringing a top notch Spanish News/Talk format to the market. The other day when the Brett Kavanaugh Confirmation hearings started I heard one of the hosts saying that Kavanaugh was already confirmed. At first I thought I may have heard it wrong, but no, he said it multiple times.
