One translator Hegwood (note the spelling) was ;easing a few years ago was found to be running 3,000 watts out the transmitter. This probably helped coverage.
Sad thing is that the owner, Emmanuel(I think) was allowed to keep the license with no fine at all. They blatantly lied in their application by mis-stating antenna type and transmitter power output. It seems the only rules still in effect are for missing public file paperwork and even those do not apply to translators.
