First of all, 97.1 is a rimshot. Any format with a "Smooth" moniker is probably aimed at an urban (city) audience. The signal is inadequate for such demographics, as we found with the failure of Hot 97, and a whole batch or formats before that.
Whatever the ratings woes, the Country Legends format is probably the best choice given the demographics where the signal is best.
Perhaps if Cox decides to keep The Eagle only on 106.9, the 97.1 signal could return to a simulcast with any new format on 107.5.
If 97.1 dumps Country Legends, Cumulus should immediately pick up the format on 103.7. Won't be a ratings monster, but would do better than the current AAA effort.
