FCC Fines Texas AM For EAS Violation
The FCC fines JERRY RUSSELL $8,000 for EAS violations at his Country KWRD-A/HENDERSON, TX. RUSSELL had brokered the station's programming to a third party and told the FCC he was unaware that the station's EAS unit was damaged, but the Commission says the licensee is responsible for the station's operations.

Duh..He didn't know???? Uh huh. Its only be discussed here many times over. He didn't know it was 2007 already either.

Repeated violations of FCC rules, not the least of which was operating a station whose license had been deleted. So now we have KOFY 1060 Gilmer, gone. KZEY 690 Tyler, operating (sort of) under an STA. KWRD 1470 Henderson, barely clinging to life. And that's just the Russell stations in Texas. Why hasn't the FCC barred him from present and future ownership?

Strange. The FCC database shows that license as having a renewal app filed, but not currently licensed. What gives?

Man that's a trip! I knew Russell would be in hot water with this. Yep...another MRS downfall and a big backlash to go with it!! Now I wonder if the Arkansas stations are under attack as well.

LOL.....You bad, C414B. At least I'm sort of predicting that about Russell's ever declining enterprise. As for me,I'm doin' pretty good. Just holding things down in Greenville, Mississippi and enjoying my success here at WBAD. Doing afternoons and clobbering his Cleveland, MS properties deadly. At least I'm working with a good group of people and not a bunch of losers. All in all, life is good. :)

I would have to say that out of all of what's left of his empire, KWRD is the one that is alive the most....ONLY because he LMA'd it. The broker is making a pretty decent run at it. They carried Henderson football this past fall, First Baptist Church every Sunday and are now back up to their full 5kW XMTR output.

Sounds like it. Glad you have such a good sense of humor. :)

KWRD's days are numbered. Russell (in his usual way of shucking all responsibility) will try to make it look like it is the broker's fault, and blame him for not properly notifying him of the EAS failure. (Definition of not properly notifying- not putting a date on the memo).

Russell will then demand the broker reimburst him for the fine. THe broker, not having 8 grand in his pocket, will be unable to. Russell will then terminate the LMA whether it is a violation of contract or not. He will cut this man's throat.

Why? Because that is what Russell does. He cuts throats. I have seen him underhand people on numerous occasions.

It's a shame really. If Russell would do things the right way, he would be amazingly successful. He's got the talent and ability to do it.

Is KZEY on the air or not? Last time I was up in NE Texas, it was a clean carrier, but I heard no programming. I cannot believe that man (if that's what you want to call him) is still allowed to hold a license of any kind, let alone mulitple licenses for radio stations?! ???

Last time I checked, it was on....life support, that is. It was there, but I think it was on full-time nighttime power (92 watts). IIRC, I couldn't get it much past the loop in Tyler.

I tried to pick it up from the Dunkin' Donuts on the South Loop there in Tyler. Maybe since it was a clean carrier signal, it was just dead air. With Russell, he's probably operating the equipment himself, since he's run anyone with radio sense off.

Excuse me, but I'm confused.

Radio Locator lists KWRD (AM 1470) as owned by Jerry Russell, and KWRD (FM 100.7) as owned by Inspiration Media. Salem Communications lists KWRD (FM 100.7) as one of the stations they own.

Three owners, two stations and one set of call letters.

Can anyone straighten me out?

All right, here's the skinny on KWRD. KWRD (AM 1470) is the calls for the station Jerry Russell owns in Henderson. KWRD-FM (FM 100.7) is the calls for 100.7 FM licensed to Highland Village (Dallas/Fort Worth), Texas and is owned by Salem. KPXI-FM (FM 100.7) is licensed to Overton, Texas and is licensed by Inspiration Media.

AM & FM stations can have the same calls, but different owners. The difference is the AM station is just the four call letters. The FM call sign has the four call letters, plus "FM". It can be confusing.

Is KPXI-FM simulcasting with KWRD-FM? That's the only element I am unsure of?! ???

I remember hearing several years ago that the prohibition of AM & FM stations using the same call letters (unless they are co-owned) had been lifted, but I thought the station having the call letters first had to be agreeable. That isn't usually done. Jerry Russell and Salem seem to me to be sort of an odd couple.

The agreement was made in the Chip Dean era of KWRD, and he was paid to allow Salem to use the call letters. By the way, I notice on today's FCC Daily Digest that the just FCC renewed KZEY's license. I'll bet the lawyers that did that cost a lot more than just filing the renewal on time...

Chuck or anyone in the know, did KZEY, a while back re-located to a new location where their broadcast facilities are in Tyler somewhere? I recalled that last year they had abandoned the Lake Park Drive location in which was supposed to be auctioned. Any idea, that you know of, as to who got the property?

Don't know who wound up with the property. I went out there just to see what I could see and saw a poster with WARNING in big letters in the front door. Didn't figure I needed a trespassing charge against me, so I left.

KZEY has space leased on College Street right across from the Bank of America motor bank in downtown Tyler. I'm not for certain where their XMTR facilities are...however, the sticks that are out at Lake Park Drive are still standing.
