No written authorization is needed for experimental white space devices operating with less than 4 watts ERP. The FCC dismissed the above referenced application without prejudice because it was filed on an incorrect form. See https://drive.google.com/file/d/0B5fT1CTu9fUAckhGYTBlcTJjRkU/view?usp=sharing It will be refiled with amendments (modulating an ATSC carrier or 82.31 MHz and analog audio on 87.85 MHz) on the correct form later this week.
There is precedent for granting an experimental license to operate on 87.9. Indeed, at one time a station in Brazos, Texas used the channel. See http://streema.com/radios/WA2XNX
