Even Rochester NY, which was a 50-something market back in the day (now 80) had a more serious attitude to their newscast, but I think that's a northern thing. The weather here is much sunnier and so is the disposition of your average person IMO. The news just reflects that. It was a culture shock watching Dewey Hopper for the first time in 1983 - I wasn't used to newspeople clowning around like that - even weather forecasters (especially weather forecasters for those familiar with Rochester - I was used to John Hambleton.)
Also, Phoenix is a young #12 market. Ten years ago, they were #18 and IIRC, a 40-something market in 1970, barely a generation ago. This area still thinks it's small-town.
