KING 5 News at 5:00

I just moved away from Seattle but notied on the TV listing that the 5pm now lists KING 5 NEWS at 5 with Joyce Taylor. Is show now solo anchoring? Does it have a new opening with "with Joyce Taylor" now?

I haven’t seen the open, but yes it’s Joyce solo anchoring now. It appears that Joyce and Greg are doing the 7 pm show as well. Jessica & Steve are just doing the 4 & 9 pm now. Previously it was:

Jessica & Steve 4-5pm
Joyce & Steve 5-6pm
Joyce & Greg 630-7pm
Jessica & Steve 7-730pm
Jessica & Steve 9-10pm
Joyce & Greg 10-11pm
Joyce & Greg 11-1130pm

It's not just KING, it's everywhere around the country. Local news is under a lot of pressure due to the advertising climate.
Forgive me for asking, I honestly don't know much about contracts in the tv news business. Do the anchors get paid by how many hours they anchor? Or is it a longer term cost savings because they may eventually negotiate less $$ for, say, Jessica and Steve if they are only anchoring the lower-rated 4 and 9pm newscasts?

It depends. Size of the market matters. Generally, for union-represented anchors, (I believe KING is still AFTRA) their contract is negotiated based on X hours per week over the term of their contract. Their number of paid vacation days/hours is factored in as well. Anything above what was negotiated is OT, usually time and a half or double time if a holiday.
Reporters anchoring as a fill-in or on weekends get extra negotiated pay for anchoring.
Some talent agents will bake in ratings bonuses for anchoring higher-profile shows, but their pay isn't generally directly related to ratings. That said; the length of their employment could be. If an anchor isn't testing well, and is on a struggling newscast to boot, then there is usually a performance clause baked in that would allow the early termination of the contract, or ability to move an anchor somewhere else until their contract expires.
