Las Vegas KIOF-LP cancels license.

KIOF-LP Las Vegas cancellation notice to the FCC. They also hold a CP for a new NCE NW of Las Vegas KQQY-FM. I wonder if they will cancel this one as well?
On Sunday, September 4, 2022, Las Vegas Public Radio Inc., FCC broadcast licensee of KIOF-LP 97.9 FM in Las Vegas, Nevada powered down it’s FM transmitter at 1:45 PM after 6 years, 7 months, 3 days (or 79 months, 3 days) of continuously serving the Las Vegas, Nevada community.
Our final KIOF-LP 97.9 FM broadcast today concludes with this official email message to the FCC that the general public's 1st Amendment Rights have now been fully taken away and the United States of America has completed it’s conversion to full communism with facts in this email that show the full conversion was done in 2022.
Las Vegas Public Radio Inc. was frivolously denied Radio Community Service Grant (Radio CSG) funding(corporate welfare) by the Corporation for Public Broadcasting (CPB) in years 2016, 2017, 2018 and 2019. Las Vegas Public Radio Inc. did not apply for Radio CSG funding through the Corporation for Public Broadcasting in 2020, 2021 or 2022. It seems that if your black, the CPB has your back, but if your white they tell you to go fly a kite like Bank of America has just done with their new discriminatory minority lending policies. The CPB’s mission statement and non-transparent public policies, rules and regulations are communist by design and have been since 1967 because diversity, inclusion and equity are not exercised fairly by the CPB Radio CSG.
The CPB’s Office of Inspector General is totally non-transparent and does not answer inquires in a professional manor. Our entire commerce activity has been effectively shutdown by CPB in the Las Vegas, Nevada marketplace due to their Sherman Antitrust violations as well as U.S. Constitutional violations which are visibly seen – their discriminatory, confiscatory and exclusionary policies, rules, regulations and requirements that favor certain organizations within their framework which should have been graduated out of the CPB system because they are self-sustaining. The CPB grants waivers to only inside players and then uses their selective authoritarian and totalitarian dictatorial decision making to pick and chose winners and losers in marketplaces favoring the good old boys network that they want to maintain via corporate welfare. In years 2017, 2018, 2019, 2020, 2021 and 2022, Las Vegas Public Radio Inc. was unable to access State of Nevada's Public Broadcasting System (PBS) “incentive” grant money through the Nevada Department of Education (NDE) that would have kept KIOF-LP 97.9 FM on the air if Nevada Department of Education officials allowed KIOF-LP 97.9 FM to participate in the State of Nevada “incentive” monies to maintain operations serving the Las Vegas, Nevada community. Although Las Vegas Public Radio Inc. received the base grant, the Nevada Department of Education required KIOF-LP 97.9 FM to be a “grantee” inside the Corporation for Public Broadcasting when other Nevada Department of Education broadcast “grantees” received in “incentive” monies and “stimulus” funds to take care Education forced KIOF-LP 97.9 FM to be a participant in the knowingly, that KIOF-LP 97.9 FM was an “independent” station and not required to be in the CPB Radio CSG grantee program. hundreds of thousands of tax payer dollars of themselves. The Nevada Department of CPB Radio CSG program which they could, Due to the COVID-19 Pandemic and economic downturn, Las Vegas Public Radio Inc. was also denied America Rescue Plan funds through the City of Las Vegas, Nevada in 2021 as well as no answer on re-applying for those same funds through the State of Nevada directly in early 2022. Las Vegas Public Radio Inc. also re-applied in 2022 for the U.S. Small Business Administration Economic Injury Disaster Loan (EIDL) that it had returned to the federal government in 2020. As of May 2022, the U.S. Small Business Administration took no action on that request and no funds have been received by Las Vegas Public Radio Inc. and our organization is unable to pay it’s tower rental and other expenses due to a 99% loss in underwriting, contributions and sponsorship revenues right up until 2022 Quarter 3 within the Las Vegas, Nevada community.
Most recently, Las Vegas Public Radio Inc. applied for a special grant through the U.S Department of Veteran’s Affairs to cover costs at KIOF-LP 97.9 FM. This special grant was denied by the U.S. Department of Veteran’s Affairs. All KIOF-LP 97.9 FM Emergency Alert System (EAS) services are hereby terminated for the Las Vegas, Nevada community. This will have an impact to the Las Vegas Metropolitan Police Department (as part of de-funding the police), NOAA, U.S. Department of Homeland Security/FEMA (due to the EAS mandates, FEMA never included Las Vegas Public Radio Inc. in any funding), other local/area agencies like fire and rescue including the Amber Alert System requirement. This email will be made available tothe general public on our website.
Las Vegas Public Radio Inc hereby returns the FCC broadcast license of KIOF-LP 97.9 FM effective
immediately.

Since they now have a "full power" FM CP they are required to either divest of the LPFM or turn in the license.
So that's the reason the KIOF-LP licenses has been cancelled.
Now the question is, (digging through the overly looooonnnnngggg filing) can they come up with the $$$ to continue with the CP.
A competing applicant maybe could file an objection to the granting of the CP since they really didn't have the funds in hand.
 
Seems possible if not likely that the licensee of the translator on 98.1, which recently filed for an upgrade and was denied, made it worth LVPR's time to make KIOF-LP go away.
 
Oh my goodness, I'm pretty sure they may need Post-LPFM Trauma Therapy.

A quick glance at their corporate status has all or most of their board related. That instantly disqualifies you for most grants, as it gives your non-profit more than 33.3% interest by one party.

In addition, CPB researches the applicant websites for compliance. Their website advertises political air time rates, I don't think an NCE can do that.
 
Very odd. Breaking this down, it seems Gregory P. LaPorta seems to feel he his entitled. I gather nothing is ever his fault but someone else's. I would gather there was nobody truly qualified to manage and inspire staff, knows programming and how to rally listeners or successfully 'sell' underwriting. I find it fairly amazing none of the many other Vegas stations, including listener supported, are saying the same thing. They're not. Perhaps the biggest issue is the President CEO. Something tells me he hasn't any friends (because he imagined they were plotting against him) or his personality just was not pleasing to them.

i work for one of the smallest NPR member stations to ever get CPB money, controlled largely by a white board of directors, with only one or two native connections on it.

"Bizarre" was the truckload of political commentary in the letter to the FCC.

The FCC used another phrase in relation to a Pittsburgh, PA area broadcaster a few years ago in denying something he filed.. "procedural shenanigans".. bets thing I ever heard from the FCC

Bizarre.
Even worse, the coverage maps I'm seeing from the FCC and https://recnet.com don't show their new NCE putting a decent signal into Las Vegas from Indian Springs. Therefore, I doubt they will be able to bump the religious translator on 90.1 in Las Vegas. They will no longer be heard there.
 
LVPR has filed a Petition for Reconsideration asking that the license for KIOF-LP that they recently turned in be reinstated. The petition claims they did not realize that they could hold a LPFM license and a CP for a full-power station simultaneously. Ostensibly the LPFM license will eventually be turned in once they are ready to go live with the new Indian Springs facility.
 
Wow, very different tone in the Petition for Reconsideration. Good they got someone else to write it for them.
