KKVI/K240DS, GARLAND STATION AT 95.9

Found this quite by accident while trying to find ANYTHING to fill 10 FM presets with, with today's "radio." ::)Apparently a low-power, non-com FM based in east Texas (Overland,) but with a repeater in Garland. But what I heard today sounds like Garland is being programmed separately. The parent station, KXVI (not the old 1600 in Plano, but 89.9 FM) maintains a website at www.kxvi.net, but the content is nearly all about KKVI-"Garland." It looks to be primarily religious talk, and, as they put it, "non-offensive" music (tho I would question "Human Nature" by Michael Jackson, which was the song playing when I found the station today...as I don't think religious folks would take kindly to Jackson's definition of 'human nature.' Silly me, I stayed with it thinking someone had actually programmed an EIGHTIES station around here or something.) The prerecorded announcements in between songs were WAY overmodulated and could barely be understood. Anybody familiar with this operation?

Yes, there was a fairly long discussion of it a few months back. Many questions were asked about whether they were actually following FCC rules about translator operations. The bottom line is that these are the same people who ran an illegal pirate station a few years back. This time they did get a license for the station. It just appears to many that they're probably skirting some of the rules.
Here's the previous thread:

WOW, thanks Tested! Don't know how I missed that one...guess I depend on RadioChik to keep me posted on such matters--and that one apparently escaped her and my radar screen! Not much left to say on the subject after reading the old posts, except that it's still on the air, it comes in great in south Garland and north Mesquite, and it's still in mono (not true mono, but only one stereo channel being broadcasted.)

One more note...I was able to pick up this station clearly from Garland/Mesquite on into Downtown Dallas early this morning, and even up Stemmons some before The Ranch started breaking in. Sure seems like a LOT of power for a low-power station. If their xmtr is at Lake Ray Hubbard, that's a good 24 miles to get into Downtown and beyond...and laterally, so there's no cheating with southbound sea level decreases.

Oh, trust me.. Radiochik knows all about it. :)
Simply put, the transmitter is awfully strong for the reported ERP. I have no idea if it is operating legally or not.
I can get it from Plano to Downtown Dallas with little trouble on my drive to work at night. I haven't listened in a while primarily because the programming is unpredictable and audio quality is awful.

Melissa will find it. Shes the Sherlock Holmes of the air.

I listen to it from time to time on my HD radio. I've heard people doing news with a local slant and some kind of network news at TOH. (It's NOT IRN/USA that's for sure. Most relegious stations normally do.)

Also, it's been rock! All rock all the time I've Heard it! And lately they shutting down around 3am. Haven't been able to catch it durring the daytime due to my schedule. I'll have to ask Drake and see if he can pick up. He's closer out between LRH and Rockwall so It should be easy for him.

And yea the locals are WAAAAAAY overmodulated.

BGH

Put me in that group, too; I've always thought there was something fishy about the whole deal. The most recent application which was approved was a correction to the power, reducing it from the planned level of 237 watts down to 115 because they were utilizing a smaller diameter transmission line. The application prior to that covered a change in the transmitter location from near downtown Garland to the site just west of Lake Ray Hubbard (south of I-30 just southeast of the Bobtown exit).

Is anyone here convinced that they're really using their licensed power from their licensed site? On their website http://kkviradio.com/index.php they show their coverage area and it's clear that it's based on the Garland site, not the one near LRH. Granted they probably have failed to update it, but here's another interesting thing on the website, posted in September of 2007: KKVI Radio HD COMING SOON! Stay tuned for news concerning our new broadcast band bringing the all new radio HD format to this region. This I've got to hear: HD (or HD2?) on a locally-programmed translator.

So the question is, what kind of a deal did these people hammer out with folks in Twin Falls, and do the out-of-state owners even care what the locals are doing? After all, the translator was and still is licensed to Edgewater Media.
