I remember 96.1 was a Class A and located In the foothills East of Visalia, I think it's were My 97.5 K248BX (KVMI) is now. 97.5 has 250 watts at 1600 ft. Sea Level.

Now,I'm looking for David Eduardo to fill us in on what happened to the 96.1 allocation in Visalia. If anybody knows David does. So many class As upgraded to B1 maybe that became possible only after it was too late for KSLK.

KSLK was 4KW at 360 feet

The license was cancelled 7 years aog, im assuming because it was silent for too long

Oh Vern could just make one of his Hanford LPFMs the parent station. Unless of course he was to be found as 'not fit' to hold an LPFM license. Though LPFMs are supposed to be non-commercial non-profits this two somehow skate on a very thin edge.

Both KOAD and KOOH can't be picked up OTA in Fresno do to KFGD-LPFM 92.5 and K283CY (KWRU) 104.5, looks like the end of KKDJ.

KYAF Firebaugh and K272GD went off the air at 13:27:53 PT 05/01/20. K272GD started receiving KOAD/LP and back on the air at 13:30:00 PT 05/01/20.

Someone may correct me, but if I remember correctly, if they were owned by the same entity, the translator would have to pick up OTA. But, remember, 102.3 is owned by Cocala, not Vern, so I think the OTA requirement does not apply.

a commercial band translator must pick up its originating source off the air if it is not a fill in translator (not in the 60dbu). non comm translators can be fed in any method, ip, satelitte etc regardless of where theyre located. but even if its a commercial band translator picking up a non comm, that mnuststill be done over the air

There's no way they are getting 80 watt, 80 Feet KOAD 92.5 Hanford OTA in Fresno, KFGD-LP 92.5 a 100 watt, 100 feet is only 4 miles from the 102.3 transmitter.

I'll assume SomeRadioGuy is correct b'cuz I know I confuse that stuff and usually get some part of it backwards lol But, I DO KNOW for sure that what Tiger Cox is saying is true. Now way can either of the Hanford LPFMs be received in Fresno. What say Mendotech?

It remains to be seen. In my earlier post I mention the fact there is already cross-service translators already transmitting. As to internet or OTA reception on 102.3, I'm not sure; your guess is as good as mine. Maybe time will tell when KOAD-LP assignment to K272GD is filed with the FCC.
