What is the meaning of "program test authority" and actually having a bonafide license to be on the air?

KNSJ on the FCC books is designated as "program test authority."

KNSJ on the FCC books is designated as "program test authority."

Basically, the station has been granted permission to begin regular broadcasts while the FCC acts on their application for a license-to-cover.

Regulation 73.1620 says "(1) The permittee of a nondirectional AM or FM station, or a nondirectional or directional TV or Class A TV station, may begin program tests upon notification to the FCC in Washington, DC provided that within 10 days thereafter, an application for a license is filed with the FCC in Washington, DC.".

KNSJ is directional, so they must file the license-to-cover first and are limited to 50% power until they receive notification from the Commission that full-power operation is authorized.

What setting do I need to make on my 'puter? Is this perhaps a PDF file with a wrong extension?
 
Go to the FCC FM Query page; enter KNSJ, select CDBS w/links.
Under CDBS: click 'Correspondence for KNSJ.'

Yep, it's a renamed PDF.

Basically what it says is KNSJ has filed the license-to-cover application and the request for Program Test Authority, and is thus authorized to operate at full power pending FCC action on the license application.
